You can download and install the Mesh Enabler from the Autodesk App Store if you are on subscription. With this install and enabled in the Add-Ins manager, it will convert your imported OBJ file to a solid.

Thanks, Is there a way to fix the mesh so I can split it in to and create various extrusions based on the model?

The mesh is very irregular and I am not having much luck with it as a solid. I will have to pass on giving you any help in this area.

Ok, Mesh Enabler does it's job with this rather simple case.
But the general problem is: Even if a mesh can be converted to a solid, it's outer surfaces still consist of thousands of tiny planar faces. Large file size and bad response times come along.
In this case I created a substitute revolved part, after some trials. There's been an intersection in the profile; I only found it after some partly revolutions. In the end I deleted intermediate bodies, but the file size still was big, because of hidden geometry in the file.
A STEPOut-STEPIn brought back acceptable file size.
2019 files attached. Additional clean-up is possible, resulting in less overall faces.

Is there a way to retain face color data? I imported a posed person and he is now all gray.
Is there another way to import from Blender with vertex color data?

Yes.
You must have the appearance data file in the same folder as the mesh file when opening.

@JDMather I have attached the files below. You can also see the results of the import as advised above.
I have tried modern and legacy .obj file-type:
Modern obj:
And legacy:
Re-import to Blender displays colors correctly.:
