In a assembly at the top of the browser click the down arrow next to Model.
There should be a library option.

I have also been using iParts rather than the content library, so I am not
familiar with the library's current incarnation. But when discussing the use
of iParts rather than the library, my local VAR indicated Autodesk was still
promoting the library and they were working to overcome its limitations.

Has it been revised to address the concerns that led to the use of iParts in
lieu of the content library?

Not yet. This has been a complaint since it first came out. I (and others)
have expressed concern about the lack of progress in this area.
