One other suggestion that you might want to try is the Inventor Reset Utility.
If you have 2017, it should be located under Start > All Programs > Autodesk > Inventor 2017 > Tools > Inventor Reset Utility
If you are running something earlier, you can also try the stand-alone located here:
Keep in mind this will remove all application settings and customizations.
Which version of Windows is the system running?
Please try this test to verify that the VB compiler is working:
The vbc command should create a vbTest.exe, and the next command will run the exe. That should print out the line:
Hello World
In the command window.
Does that work?
You could also try to install this update and see whether the issue can be fixed.

I have tried to reset the Inventor settings... doesn't work
I have tried to compile the text file, vba subsystem seems to work however VB Macro buton still do not work.
I have also tried to install the update yet it says there is already an update present. So this step did not work too...
Right now it seems the only option is to reinstall windows. and start from scratch.
