Start Inventor & create a new weldment assembly, (this will force the am.dll to be loaded into memory); then try the problem workflow with adding the weldment symbol. Do you note any difference ?
It's mentioned below to create a new environment variable DYNAMIC_LOAD_APPLETS and set it to 0; I know that is was reported as not making a difference but if others could try that too, it would be appreciated.
Check your graphics driver setting from Nvidia Control Panel, 3D Settings, Manage 3D settings. For Global presets it should simply be on "3D App - Default Global Settings"; if it's not then does changing to that make a difference ?

Done about 1.50 hours of testing for this issue. I tried creating a new weldment with brand new parts. Still have the issue. One new wrinkle that I noticed is that when I place the weld in the weldment, if I click the "Create Symbol" checkbox, then it will hang in the iam. If I dont click the box, then it will create the weld in the iam. Now when I go to the idw and try to place a weld symbol, it will hang also on the first attempt.
I tried it without and with the "Dynamic_Load_Applets" = 0 system variable and it still hangs with it.

I could not find the 3D App - Default Global Settings in the nVidia Control panel.
