Inventor 2009 Error 0xC0000142 on Windows 10

I have inventor 2009 running on 64-bit windows -10I can not get inventor to load  0xc0000142 error, help please!

Sorry but there's no way to get 2009 to work on win10. The earliest Inventor version which can be made to work is 2011.
