Hello. I am new to Autodesk Inventor LT. I received a 2D CAD data file in DWG format from somebody. What is the simplest way to convert it into 3D CAD model? Your help is greatly appreciated. Thanks.

Just model it from scratch... Thats what I would do... I haven't seen a reliable way to go from 2d to 3d no matter what the marketing goons say.
There is a 2D to 3D tool availabe at Autodesk Labs: http://labs.autodesk.com/utilities/2d_to_3d_tool/
But as previously stated, it's probably just as easy to model it from scratch in Inventor LT

Inventor LT is for single parts - not assemblies.
If you are a student you can download Inventor Professional for free from http://engineersrule.org
Garin must be a mind reader. The last two posts at his In the Machine blog discuss using 2D DWG in Inventor. It should give you some ideas.
