I suggest a Loft: one half of the base sketch as the first section, middle elevation as the second section, other half of the base sketch as the third section, with the opposite elevation sketch as a guide rail.
I don't have Inventor 2016 available at home, so I can't create a file that you can open.

Hi,
You can also use a boundary patch. I only have 2017 where you can use guide rails with the patch feature and allows you to create the needed surface in one go but it will work without. You just have to split and delete the extended face after the patch.
