How can I get Inventor to correctly translate Chinese Character

I got some step files from Taiwan, and when I imported them into Inventor the characters became a jumbled mess unless it was english characters.

 

I have Chinese (mandarin), simplified and traditional installed on the computer via windows update, but this did not seem to work.

I also installed the inventor language packs... didn't seem to convert it either. Anyone have any fix to this? 

 

Edit: Even opening it with the other Inventor EXE it did not convert to mandarin.

I saw simillar defect before. I think it can be a defect.

Could you please provide step file ?

 

Without data there is no more what we can do.

zipped it up this one has more parts, same problem.

I don't have any information about the previous inquiry but if you can attach your part or screenshot showing what you're experiencing it would be helpful to investigate.

Nope, no luck with it, I installed every language pack for windows as well as inventor, and none of it translated correctly. 

 

So I had a look at the step file in notepad++, and turns out the software that exported the file did not translate the file name correctly on my attached file.
