does it mean anything or matter that the frame component icon are not filled with color like other file icons

It looks like 2022.

In 2023, they've gone nicely overboard with contrasting colour and icon size:

1 - Frame sub-assembly

2 - Visible frame member

3 - Not visible frame member

4 - Not visible reused frame member

And you can figure out the one I missed 🙂

I am using 2023. the thing that I am concerned with is if it is not full colored is it phantom? I want to make sure the parts are as real as it gets in the computer as i am rebuilding 9 lost generated frames. and I have no idea where they disappeared to. I have used the frame generator a few versions back at my last job and I started at this job stepping back from 2022 to 2016 and now the company upgraded to 2023 a couple of weeks ago.

You can check/change the Bom Structure of any component with a simple RMB, BOM Structure.  So the color should not throw you off.  You may also be able to change the BOM Structure by editing the BOM itself.
