Good afternoon. While creating a frame from round metal pipes, I encountered an issue with the Notch tool. This tool only makes a cut on one pipe, but I need it to cut both pipes. Is there a plugin available to solve this issue? (Photo for example only)

There's no option to achieve that specific notch. You have to do it manually.

Once you make a cut on one pipe (Automatic Round or Manual Angle) you can make a cut on the other pipe adaptively.
For Angle cut you just need to create two work planes and use the Sculpt tool. For Round cut it will be Projected Edge Sketch and Split in Solid Cut mode.
In both cases, copying and subtracting a body plus additionally delete the remaining face should also work.

I have no idea what your "use" is for this, but you might also look at using the Tube and Pipe Environment. Frame generator works great at its intended use (generating support frames) but can be tricky if you're trying to get it to do routed systems.
ok, but what if I have a structure made of thick pipes and I need to make a chamfer on each side of each pipe. What should I do? build a metal structure using a pipe module?

No!!
Keep using frame generator a do the extra cuts manually.
At the end, the frame generator will create an assembly with members, like any other assembly, the difference is that you will have some extra tools to create the model quickly, so, after you create the structure, you can do extra work on the members, as holes, slots, chamfers etc.
