I got the inconsistent description issue from Inventor 2012.
Attatched is the screen printing-
1st page -
KKK_05.ipt (AREA 1) is the file P/N, but the file description is shown as C Channnel.ipt (AREA 2); AREA 3 reflects the same info as AREA 2. On this page, I can manually change AREA 2 into KKK_05.ipt, then AREA 3 will change to KKK_05 accordingly.
2nd page-
This is a screen printing from the assembly file. KKK_05 (AREA 5) is shown from IProperties, but the browser comes with C Channel (AREA 4) . If update from the 1st page part, then AREA 4 will update automatically.
The question is how we are going to make the description and the Part Number consistent automatically? It will give us lots of trouble if we change them manually. I don't think manual updating request is from the Inventor Design point.

I am not using 2012 so this might be something more serious than what I have seen in previous versions, but I don't really think it is.
Under normal circumstances Inventor displays a variable called 'Member Display Name' in the Browser, not your file name or part number. You can prove this out by selecting the bottom half of the icon on your ribbon shown in your screen captures as 'Create Substitute' and go down the list to the option called 'Rename Browser Nodes'. From that dialog box you have three options, choose either 'File Name' or 'Part Number' and see if that displays the correct information.
What causes this in most cases is when you create a 'Custom' part from Content Center you enter the file name that you want and save the file into the correct folder you have chosen for the project you are working on. At the point that you enter the file name Inventor has already read the Content Center Family Table which usually contains the 'Member Display Name' and 'Part Number' along with all the other information required to generate the part you want. As a result you see the confusing name in the browser that is not what you are expecting. There are some ways to get around this but rest assured that the Member Display Name is just that, for display in the browser and does not appear in any end user part descriptions, parts lists, etc.

In the assembly, after applying "Create Substitute\Rename Browser Nodes\ File Name", the members are showing correctly with the file name we expected. The Bill of Material is showing correctly as well. See page 1.
But when you right click on the members and open the part(Page 2), Inventor will show as Frame Generator name (Page 3). This is not the name we want either. Then we we go back to Model (Page 4), the name thing happens as before. The part will be shown right until we manually rename it.
Another, I just want to mention here is-
On page 5, there is an "Occurrence\Name" where is linking directly to the Brower. If we have only 1 part there, we can change it correctly. But if we have multi same parts, such as Angle_Equal:1, and Angle_Equal:2, we have to manually change them individually in Assembly.
But, if we have updated the name shown in the part level, the Assembly will automatically update all correctly. See page 6.

Thanks for the PDF file showing your problem, pictures are worth a thousand words. Your pictures confirm that the symtoms you are seeing are strictly the Member Display Name and Part Number coming from Content Center when you create a Custom Part from Content Center.
What you are describing when you open the part is also the Member Display Name. After you open the part you can look at the iProperties and confirm the Filename and Part Number for the part you just opened. When I have this issue and need to correct it I open the file as you illustrated, go to the iProperties page and cut and paste the Filename into the Browser and save the ipt file. And as you said this will permanently correct the Member Display Name problem unless you do a Save and Replace or Replace from Content Center.
Most of the time I don't worry about this Member Display Name issue, I just use the "Create Substitute\Rename Browser Nodes\ File Name or Part Number" option. Again this Member Display Name will not cause any problems with the BOM data or Parts Lists. This Member Display Name has some useful applications, you can rename each occurance in the browser with a unique name to help identify the part with a more descriptive name or to describe the part location in the assembly.

Thank you to reply my post. Now I know we have to manually update the members' description. So far seems no chance for us to get automatic update from Inventor itself. That is a pain, but we have to learn to enjoy until Inventor solves this problem from the root.

Some of these issues you are posting questions about indicate you are a new user and/or you need more training. Inventor is a very powerful CAD application and some of the things you are running into are the way they are for some specific reasons which are not very obvious to a new user or a user with limited training. We all try to help new users but we don't have time to offer free online training. My best recommendation is for you to get a copy of a good book on Inventor, specific to the release you are using. You can also search for some help with google and find articles specific to certain Inventor features.
Keep moving forward and in six months you will have a much better understanding of how and why some of these features work together.
