I'm using Inventor 2021 Professional and I don't have an option to export a part or assembly to a 3D pdf. I used to have this, probably in 2020 but I just noticed its not available now. Why is this? Is there a way to turn it on?

Maybe check if the default template is there?
The default location for the 3D PDF templates provided by Autodesk is C:\Users\Public\Documents\Autodesk\Inventor <release>\Templates\<language>. If you specify a different template location in your project file, copy the sample templates to that location.
Here is a post on working with 3D pdf, there might be some useful info in there.
By Default it seems 2021 and 2022 Inv. do not load the add-in, although "Load Automatically" is selected... not sure why.
Make sure the add-in is LOADED here:
