DWG won't extrude as solid only surface mode, is it to complicated?
I've just noticed one island doesn't extrude and on closer inspection, you have an open profile that just needs a short line adding to close it off. Take a look at the sketch in the area highlighted below.
Depending on what you want extruded depends on if it fails or not. Below is an open area, so since it is not closed it will not extrude. This is why the inner loop will extrude no problem, but if you want that outer band, then you need to close that gap. Hope that helps.
