When using a command and you hover your mouse over an object in a sketch there is a drop down balloon that appears to offer a selection; point, curve, face, edge....whatever. What i would like to know is how to control where it appears. if i am hovering over a point i dont want the drop down to appear directly over the point. (which is the case)

I thinkyou are referring to the "Select Other" dialog. In 2021 this still appears in the same spot. In your Application Options, under General... you can adjust the delay in having that box appear, but I do not see anything to adjust the location.
