Drive constraint not working

The drive command in standard assembly will not work for some reason. I right click on the angle relationship constraint and select drive but nothing happens. So I try to do the same thing again and instead of any window popping up for the drive command, I have only one option to cancel. I do not know how to fix this, it is in every project of mine and I cannot complete my assignments because of this issue.

Are you sure you don't have any constraints in the assembly that restrict movement in any other way, or that you have broken constraints?

Can you Attach a project here that exhibits this behavior?

Have you been using two monitors and now only one (possibility that the dialog box is off-screen)?
