This circular diameter is 0.18. When I give value 0.15 circle has displaced. What is the reason for that?

The center of the circle is not defined in space.

That means before sketching a circle center has to be constraint otherwise there is a risk of displacement.

Easy, dimension or constrain the centerpoint location of the circle.  (It would be kind of difficult to do that before the circle is sketched, unless you count an existing sketch point or line endpoint as the location for the circle.  In any case, dimensioning or constraining the location after sketching the circle is trivially easy.)

That happens from time to time... I have had that happen too with points/circles,etc...

Autodesk did something a few years ago I think with the intention of better predicting what your next move will be and since then it happens on occasion.. 

There is really nothing you can do except just finish giving it proper dimensions/location..

It would be nice to disable whatever functionality Autodesk is using that this happens though..
