I'm not able to understand the question

Are you saying that the dimension is changing from 3,69 to 3,7 when you move the dimension?

Or are you saying that you want to move the dimension so the text does not overlap on the dimension extension lines?

Maybe a picture showing "before" you move it and "after" you move it would be helpful.

and "Angel" is a spiritual creature and "Angle" is the relationship between 2 lines.

Its also "Hello" not "Hallo"...

I think you are trying to keep the dimension the way that it is but move the text so that it doesn't overlap the part.  The way I would do this is go into the Styles Editor and change the text location of angle dimensions.  Right now it looks like you have it set to Parallel-Aligned, change it to Inline-Aligned and if the text doesn't fit in-between the extension lines it will automatically move to the outside.
