Can anybody please tell me if my computer windows 10 home version 1607, OS build CPU n3450 @1.10hz 1.10 ghz , Ram 4.00, 4 GB 64 Bit  LAPTOP is compatible with Inventor 2017 pro.

Yes. It is.

Consider that you can need more RAM, but it depends what kind of projects you will approach.

Almost everything in Inventor funnels through the CPU.  1.10 GHz (2.20 GHz turbo) is going to make Inventor painfully slow, even on simple models.  You also need more RAM than 4 GB.  I expect that Inventor 2017 will run, but it won't run well.
