I am having a hard time driving an angular constraint that has another part transitionally constrained to it. Please see the attached gif and help. Thanks.

Hi! The error message means one or more of the constraints fail to solve at the given angular driving value. This is usually geometry/constraint specific. Please zip your assembly (ipt and iam) files and share it here.
