Cannot open XML

Hi I am getting the following errors when I try to open a new drawing, part etc. 

Cannot open XML file: C:\Users\Public\Downloads\Documents\Autodesk\Inventor 2023\Design Data\Lighting.xml.
Cannot open XML file: C:\Users\Public\Downloads\Documents\Autodesk\Inventor 2023\Design Data\Balloon.xml.
Cannot open XML file: C:\Users\Public\Downloads\Documents\Autodesk\Inventor 2023\Design Data\CenterMark.xml.
Cannot open XML file: C:\Users\Public\Downloads\Documents\Autodesk\Inventor 2023\Design Data\DatumTarget.xml.
Cannot open XML file: C:\Users\Public\Downloads\Documents\Autodesk\Inventor 2023\Design Data\Dimension.xml.
Cannot open XML file: C:\Users\Public\Downloads\Documents\Autodesk\Inventor 2023\Design Data\FeatureControlFrame.xml.

Cannot open XML file: C:\Users\Public\Downloads\Documents\Autodesk\Inventor 2023\Design Data\Weld.xml.
Cannot open XML file: C:\Users\Public\Downloads\Documents\Autodesk\Inventor 2023\Design Data\WeldBead.xml.
Cannot read texture image C:\Users\Public\Downloads\Documents\Autodesk\Inventor 2023\Textures\studio_02.dds

to add to my issues when I try to set the default units into mm I get the following error also:

The mold Design (mm).iam Cant be found according to selected drawing or measurement units.

not sure if that will fix its self once the initial errors are sorted. 

I had a look through the forum to see if anyone else has this issue and found a guy with the same problem:

however his solution doesn't seem an option for me as I don't have:

Autodesk 2023\Inventor_Pro_2023_German_Win_64bit_dlm (or equivalent) 

within my AutoDesk folder all I have is a WI folder. 

I have tried re-installing the program and that made no difference. sorry if I am not understanding this its all new to me.

Check if you have these folders:
C:\Users\Public\Documents\Autodesk\Inventor 2023\Design Data
C:\Users\Public\Documents\Autodesk\Inventor 2023\Templates

Then see what is set under your project Folder Options for Templates and Design Data (at the home screen, besides "Inventor 2023" click the three dots button and go to Settings, verify your current active project is selected and expand "Folder Options"). If those are set to [Default], go to Tools tab > Application Options > File. For some reason, your project or default paths are entirely wrong with "Downloads" in the middle of the path.
