Cannot convert composite to solid with thickness

I have been trying to give this part a thickness for several days now, and I feel I have tried everything. I have patched and stitched repeatedly. I have repaired body several times.  I have been able to convert it to a solid one time but once I did I still couldn't give it any volume. Please help, as i have other parts just like this one giving me problems.

Can't do much without the derive part.

How can you have a "solid" without volume?

As in it changed from a surface to a solid body in the model browser. What do you mean the derive part?

Can you request better quality geometry from the source?

unfortunately I can't. This was a 3d scan project we went 4 states away for.

When I open the surface in repair environment and did a find errors, there is a modeling uncertainty... Looks like a wrinkle in the part:

Im gonna try to find all the uncertainties and delete those faces and try to patch them. Maybe less and smoother faces will help
