Can't create concentric hole

I'm trying to create a concentric hole in this part, but both the OK and Apply buttons are disabled for some reason.

You need the select the concentric reference.

So click the concentric reference arrow button that is red. Then select the outside edge of the circle.

I will upload a screencast in case you don't understand

Welcome to the Autodesk User's Community..

Basically what @Thomas_Savage is trying to tell you..    You haven't satisfy all the requirements of the dialog box..  Right now Inventor doesn't know what circular reference you want to use..    That's why the red arrow is there for circular reference.
