Can't create a simple hole on the face of a simple part?

I am trying to simply place a hole onto a face of a part. Even though Inventor Help says I can, there is no option or prompt to select a face. It says, "valid inputs for holes include a face...."

My "Allow center point creation is ON" because it says that when it is on you can create a hole center randomly on a face which is exactly what I'm trying to do.

 

However it is not selecting anything when I hover anywhere on the part.

 

This can't be that hard. Sheesh.

Wait What? Now it is accepting a face input. I swear I did nothing since posting my question to the forum.

Strange.

Now the question is once I place the hole how do I position it ? I thought I could provide a dimension to a couple of edges. Where/how do I do that? Tutorials are no help, I guess I haven't found the right one yet.

Once you have placed a center mark, you can simply click on an edge and it will put a dimension between the center and the edge.  You can then type in whatever value you need.

 

You can also click on the sketch in the properties window to enter the sketch environment and add dimensions or constraints.

So it depends on your desired workflow. You can either start a sketch first with dimensioned points, or you can make the holes on the face and then choose the edges. The main thin is the point selection in the hole dialog box just to the right of the positions. Please see attached video for a very quick demo. Either method will gives you holes with a sketch below it to edit the point locations at a later time.
