[Bug Report] [Inv2023] Refresh files in session issue

Check the attached video or reproduce the issue following these steps:

1. open a part with 2 model states
2. edit a parameter 
3. open the drawing
4. go to File > Manage > Refresh
5. This message is prompted: 
   

Why? Why should I save a copy or lose the edits? This is a serious issue!

Thanks for report. This is a defect. I have logged this issue in INVGEN-66604 and will ask team to take a look.
