I am trying to do something similar, and hitting a wall I think.
My objective is to drill holes along the outer wall of the part [attached here] and I am currently approaching this by first projecting a 2D sketch from the outer wall edges on the correct work plane (which is offset from the top face by a fixed distance), then placing a work point in the mid of the path, and next creating a rectangular pattern along path using the work point and the sketch, choosing mid-plane option to position the points along curve length.
This is where I can't progress anymore. The Place hole feature requires me to provide a point and axis, which I place for the central hole. But all other points are along the curve, and do not have an axis through its face normal.
Placing individual work axes is an option I tried, but then the holes need to be placed individually too. Is there something I could do to make the holes pattern follow the surface normals at the points of placement ?

My previews for the pattern always come off to the side of the face, for some reason. This threw me off even when trying to understand your solution.
But the holes themselves are correctly placed on the external face.
