I could be wrong but I don't think you will be able to create a dimension of 180.. Why do you need it dimension at 180 instead of 90? Just trying to understand you requirements.
For the arc length, start a dimension, select the arc (now a radius dim is started), right mouse click, select dimension type and pick arc length.

Oh I forgot the arc length dimension in 2D sketch. I use 3D sketches and don't have the arc length dimension available. Thank you for remind me, I think I can find a workaround now. 🙂

If angle dimension went over 180 degrees they COULD be used for radial dimensions.
Additionally, there ARE times you're trying to show someone that you need to go a certain direction and you'll need to rotate something, say 225 degrees to get there. There are other reasons as well.
