Hello everyone! I want to do like this with constrain, can I?(on the picture)

1. I want the cylinder axle inside the square hollow

2. I want the wheel attach to the frame edge

Hi, I hope you are doing good. 

1 - The square hole should have a work axis in its center, then you would create a cylinder axis constraint with a square axis

2 - The wheel must have an axis from which to rotate. The same previous method applies, you must have two working axes available in each piece

If your box section was drawn correctly around the origin, you can even use the Inventor origin axis of the box section to mate with your axle. The axis doesn't have to be visible to mate to it, so don't fall into the trap of making everything visible, just click it in the browser.
