(Your tutorial looks a bit aged, what year is it from?)
Concentric hole positions can be located semi-automatically by having "Allow Center Point Creation ON".
When the edge of a circular face is clicked, you'll have the hole placed at the edge, but this also shows a center point on the circular face, where you can drag the center-mark for the hole.
It looks like you are using a tutorial from an older version which is causing confusion.
Autodesk have changed the look and function of the hole tool and others (for better or worse)
It seems that some tutorial providers are lazy and do not update their images to suit, even when advertising that the tutorial is for the latest version.
To create a concentric hole, just select the outers circle and it will place the hole in the middle. There is no need to specify the option anymore.
1. Select the face for the hole (I intentionally select a bit off center so that I can clearly see it snap to center on Step 2).
2. Select circular or cylindrical edge - Hole will snap to center.
As noted by @BDCollett there is no need for special Concentric in later versions of Inventor.
