Excel COM error

I'm suddenly getting this error while debugging my application to create an excel document:

Unable to open the Excel application.: Retrieving the COM class factory for component with CLSID {00024500-0000-0000-C000-000000000046} failed due to the following error: 800702e4 The requested operation requires elevation. (Exception from HRESULT: 0x800702E4).

I did have a windows 10 update recently.

Is the use of Excel application related to iLogic or ETO?

This is resolved.

It is a debugging session on my local machine and was a security issue apparently.

If I run Visual Studio in Admin mode it works okay.
