I have run into an issue where we are using a networked installation of AutoCAD Electrical 2017. I am finding I need to do things off-line. I can check out a license to get ACADE to run off-line but I don’t have access to my files, custom menu options, custom catalog or custom symbols because they are stored on the network server. Would there be a work-around/solution that might be available for this?

You or your office could consider some of our cloud based storage options, like A360. Check out A360 - Home - Autodesk.

If you're off-line and have no access to your network/information.. What did you expect? Borrowing a license and where your information is stored are 2 totally different things.
Does your company allow for VPN connections? Even if you use cloud storage as @natasha.l pointed out.. Do you have internet access when off-line?
Perhaps you want to configure another AutoCAD Electrical Configuration and copy your information locally for these instances when you go off-line.

For custom user settings like printer settings, you can create & start AutoCAD with a profile. To Work With Saving and Using Profiles review this information, also FAQ: What are profiles of user preferences?.
