Not always internet

How do I use my PC for more than 30 days without internet with acad 2019?

Have two licenses, but 1 pc is on location, without inetrnet and is not usable now but have paid for the software?

Assuming you have a single user subscription, internet access is required every 30 days when the off-line counter is started from the last activation.   If you can't provide that, then single user subscription is not going to work for you.  You would need a multi-user subscription which is network license based and you can borrow the license for the time your off-line.   However you can't switch from single to multi user.  You would have to start a new subscription or let the single user subscription expire and start a new one.
