Did you go through all of this yet, and if yes, where are the failures https://knowledge.autodesk.com/support/autocad/troubleshooting/caas/sfdcarticles/sfdcarticles/Progra...

You are asking fellow end users like me and others (and remote Autodesk staff if they ever see this to respond) to help you with a system level failure: hope your expectations are tempered, you are going to be doing a lot of the heavy lifting yourself.

You can also pay someone to fix it all through here https://servicesmarketplace.autodesk.com/
Or through a local reseller https://www.autodesk.com/partners/locate-a-reseller

Or... take your PC to a repair shop for a do-over like you id previously I assume:
Use Windows 10's built-in method for wiping your PC and restoring it to an ‘as new’ state. Choose to erase everything: Go to Start > Settings > Update & security > Recovery, click Get started and select the appropriate option. Then follow the on-screen instructions to restore Windows 10 to a factory fresh state.

For your reference:
https://support.microsoft.com/en-us/windows/how-to-refresh-reset-or-restore-your-pc-51391d9a-eb0a-84...

Good luck.
