When selecting the seat usage section/tab under Autodesk's Manage page, I cannot find any information "By User" as advertised in a pop up the first time it got selected:

I am trying to set aside which users have barely consumed the products so we are able to ask and trim unneeded licenses (not something Autodesk would want, probably, but it should be fair game for us customers).

Thanks. I also heard from my value-added reseller that this is a feature only Premium accounts would have. If so, it is not worth the added USD$300 per license just for this.

Yes. The amount of access to reporting data depends on Administrator role & the subscription plan.
I see that you are accessing your Autodesk Account and reviewing the Reporting > Seat Usage section.
As you mentioned, you are looking for "Usage by User". This feature is only available with a Premium plan.

JTB FlexReport with JTB Process Monitor is an inexpensive alternative to monitor both total and active usage.
Are you sure these tools still work for subscriptions without network licensing? We used to have those before the switch to subscription only.
Yes with JTB Process Monitor these can be monitored too.
