Im in the military and received an AutoCAD license through my civilian GIS coworker, funded by the Air Force. Were allowed to have it on our work computers and personal laptops. Theres two standalone license, but I’m unsure how to activate it. I’ve installed AutoCAD 2024, but every time I try to activate it using the available licensing options, I keep getting an error. Attached is the guide I was given but by step 5, its not the same as when I view on the website

This is a licensing method that is not available to most users on this forum, so we'll be of little help.
That being said, Autodesk discontinued license server licenses a few years ago, and as such it is no longer possible for the user to generate a license file through the manage.autodesk.com portal. Any request for a license file should be directed at AutoDesk - make a case from within the manage.autodesk.com portal to ask them to provide the necessary license file. You might need the help from your contract manager (a purchasing or IT officer that is registered with Autodesk as the Point of Contact)

Dumb question, but did you ask them for help yet? Seems to be specific to what you were given by them.

Thank you! Autodesk support was able to send me updated instructions for it

Thanks! I did. He's the one who gave me the PDF instructions, but they were outdated, so I got the current instructions through Autodesk support. I had to install a server utility to use the license
