A license must be assigned to that user, generic or not, much like all of your other users: do you have an available unused license for that?

Confused with your answer. Do I able to create generic user to assign license?

We have corporate subscription of AEC Collection product. So IT will create and assign license. Currently IT said as per Autodesk, license should be assign to human not generic user for automation purpose. So I don't understand why Autodesk do not launch automation of pdf creations and some one already created program and not able to assign license to break workflow for time consuming pdf creation for each project.

That is 100% correct. You'll need to ask your IT for more details.

You can use this free software to just plot to PDF all day long with no licensing needs if that's all you want

Inquire with fellow ACC users on how they do it, here is the correct forums for that (notice the IDEAS forum there too, leave Autodesk feedback to provide you with such tools):

https://forums.autodesk.com/t5/autodesk-construction-cloud-acc/ct-p/autodesk_construction_cloud

Then ask your IT and supervisors/bosses to use a user license just for this automation need: you'll have to convince them it is a major time and cost savings, develop a convincing business case for this requirement.

Good luck.

Here are the ways to open a support case with Autodesk if you are on subscription to seek out Autodesk Support's confirmation:
