Can not install and lunch

My name is tirth I am getting the same problem when I am trying to run the Eagle installer they show me the "out of system" resources. error What can I do now,
Please help me

Empty your login TEMP folder.
Try it again: if still an issue, take your PC to a repair shop or IT expert for help.

I have delete all Temp file and I have restart my pc,

But it's not working, Have any other idea?
