AdskLicensing-installer won't run. I am trying to fix License Error - ADLSDK_STATUS_AUTH_PENDING

I am using AutoCad 2022 on a new computer brand new install. not long after i start the program i see the 

ADLSDK_STATUS_AUTH_PENDING error. I can see that the autodesk licensing service is stopped and won't start. I found an article that suggests updating the Autodesk Desktop Licensing Service. so i downloaded using AKN. When i try to run the extracted exe it never opens. 

What is causing this? I already put a check to unblock the exe from running, what else can I try?

Yes this is the solution

CHECK IF THE SERVICE IS RUNNING, IT IS CALLED “Autodesk Desktop Licensing Service” if it is stopped try to start it. If it won’t start you will have to reinstall the service.
