Error 1603 Install Error (Desktop Connector)

We are having issues with a new install of Autodesk Desktop Connector on a brand new laptop. We go to install the desktop  connector and it runs for a bit and throws a 'Error 1603' message up after 3 to 4% completion. Wiped and ran a clean install of windows on the machine. The install progressed to about 40% and then produced the same '1603' Error message as before. Has anyone encountered this issue before?

1603 error code is a generic error code. If you followed the AKN and still having a problem, you may find more information in the installation log in the temporary folder.

@dkrygierST9J6  While I know this is almost a year old .. 

Just wanted to check back in and see if you were able to get this resolved
