Auto Cad 2016 Will Not Open

I've downloaded and reinstalled Auto Cad 2016 twice now and cannot get it to open. It returns the following.

Problem Loading acadres.dll resource file

We read to download and install Service Pack 1 for 2016 which we tried. But when I tried to run the .exe file for SP1 it returns the following and will not allow me to install it.

Your version of AutoCad 2016 is up to date and this service pack is not necessary

Does anyone know how I can fix this and get it to open?

In order to manually activate your software (in cases where the activation appears stuck), please refer to Manually Activating Your Autodesk Software.

If the activation window is not displayed, others have resolved this by completely uninstalling and reinstalling their software. Please refer to How to Remove all Software from a Windows System for assistance.
