Hi clarence.lambert and welcoem to the community!  The best way to solve this particular error would be to follow this isntallation workflow:

Please be sure to follow these tips to prepare your system before install.  Also be sure to turnoff any antivirus/firewall and lower your UAC:

1.) Ensure you are installing the software as an administrator.

2.) Ensure you have Microsoft .NET Framework 4.0 (or 4.5) installed. It will appear in your Add/Remove Programs in Control Panel. If it is not installed, install the package from here (www.microsoft.com/download/en/details.aspx?id=17718)

3.) Temporarily disable any antivirus/firewall (very important) scanning during the installation.

4.) Disable UAC on the system (http://windows.microsoft.com/en-US/windows-vista/Turn-User-Account-Control-on-or-off)

5.) Clean out your temp folder Start-Search-%temp%

Then redownload from the virtaul agent and try the install again.
