It looks like a permissions issue:

Solution:

Go to your secondary local drive Properties and in the Security tab check if the SYSTEM user has Full Control. If not, adjust the permissions accordingly.

I would try then ... Log in as an ADMIN(new profile if neede) , and try installing it. With the Anti-Virus / Firewall / UAC turned off
