This idea stems from a question posted to the IW forum.

Roads Design Criteria - Other than AASHTO

The idea here is 2 fold.  Allow:

1. custom design criteria created for Civil3D (.xml) to be transferred/converted for use in InfraWorks (.clp).
2. alignments created in Civil3D that have used a custom criteria file other than the OTB criteria (AASHTO, etc) for horiz, vertical and superelevation calcs should be able to pass that information on to IW (even if a companion IW criteria is not present).  Currently only the Horz/Vert geometry will get used, but will likely be flagged as invalid in some cases.  The superelevation will be re-calc'd using the AASHTO std.
