I find the parking tools in InfraWorks to be quite agile. However, a drawback is that they drape to existing ground instead of the planned roads and road surfaces.
A workaround is to export the proposed ground and import it as existing ground. However, then its easier to sketch the parking rows in Civil 3D from the beginning and not use the parking tools within IW at all
