Ground elevation data from government agencies in the form of geotiffs, lidar data scans, etc. show accurate as built surface elevations.
Roads currently used in AIW alter true ground elevations and are good only for newly proposed construction but not in depiciting current reality. Coverages can be used to depict real ground elevations with true draping.
Design roads / component roads in AIW offer a draping mechanism but that label is a misnomer since true elevations are altered by both.
The proposal is to offer a road drawing tool that has all the geomtric control available with component roads (using AASHTO standards, etc) but with the use of true draping coverages instead.
The next three images, below, are from an AIW model that depict the differences between a road made with coverages and one using components.

The following image shows further undesired elevaion alterations by component roads that are undesireable side affects for as built geometry.
