Surface does not display when using Model Builder.

I have an issue when importing a surface into Infraworks.  I used the Model Builder to create my model.  When I try to import a surface into my model, it does not show up.  I am using the same coordinate system in both the model and the surface (CA83-VF).

When I load the surface by itself in a new model it does I can see the surface. 

I tried using both LandXML and IMX export files with the same results. I have installed all the updates for 2019 on both Infraworks and Civil3D.

I have tried several of the workarounds but still not luck.  (export it back into civil 3D, use regular AutoCAD, DXF)

Any suggestions on what should I try next?  Attached you guys can find the surface file.

That link was very helpful!  I was able to fix my issue by dragging my troubled layer from the categorized section to the terrain section and it worked.
