Are you able to resize the Model Properties dialog from the top edge? If you hover over the very top edge of the window, the mouse cursor should change to the vertical arrows, and allow you to resize it. Then if you change the height of the window, you should be able to drag it up and access the okay, cancel and apply buttons.
I've tried this, the cursor changes to arrows but does not allow me to resize the window...hence the issue with not being able to select apply/close. End up having to either hide my taskbar or blindly use the tab key to select apply/close.

Next questions:
Are able to interact with the window and drag/move it around on the screen, but just not resize it? Can you also try resizing some of the other windows, like data sources or style palette, just to see if resizing works?
Also, what version of InfraWorks are you using?
I'll run this by some of our devs to see if we can figure out the issue.
I can resize the width (left/right) and i can move the entire window down. Just can't resize the height or move the window high enough (top of screen is of course the limit).
One note that may be of importance: I am working through RDP. However, it is in fullscreen mode and the taskbar shown is that of the remote desktop, not the local one. So, don't think it'd make a difference. Have tried with the RDP on a single screen and multiple screens.

Can you go into Application Options, and in the General tab, un-check 'Use Windows 'Scale and layout' settings.' Then restart InfraWorks.
That might make the Model Properties window much smaller so that it fits on the screen. Can you then try resizing the window and see if it works?

the issue is existent in InfraWorks versions 2020.x and older.
The properties menu needs approx. 1200 pixel (vertically) to display. If you have a resolution smaller than that or you scaled your resolution, it happens that the bottom part of the properties menu is covered or not displayed.
To close the window, make sure it's active and press ESC or Alt+F4.
Workaround: Change display resolution.
Final resolution: Upgrade to version 2021
