1) Student version of InfraWorsks 360?
I was unable to find InfraWorks 360 on the Education Community Free Software page, just like you report. I have reached out to colleagues about your question on whether there is a Student download of InfraWorks 360 available. Currently, I am not sure if it is a part of our offering to students and educators, but I will respond as soon as I find out more.
2) Does the regular Infraworks have the same capabilities?
- InfraWorks is our desktop application that manages larger-scale infrastructure models created from existing data sources and generates proposals and early design concepts in the context of the built environment.
- InfraWorks 360 is the cloud-based version where Autodesk infinite computing servers can be applied to the problem. InfraWorks 360 offers some functions that aren't avaible for users of just InfraWorks, such as the Model Builder.

3) Local model

I think you are refering to the sample San Francisco model?
The sample San Francisco model for InfraWorks is only available to download and work with through the Collaborate tools, which are exclusive to InfraWorks 360. With 360, you can access cloud services, including using design groups to download, share, publish and sync models between group members. This includes the Samples@InfraWorks 360 design group, which contains the San Francisco model.
