Due to a confirmed defect, the Ground Imagery Surface Layer coming from Model Builder, isn't added to the Surface Layers.
Luckily, there is a workaround to fix this. You can simply refresh the Bing Imagery Data Source and it will be added again in the list of Surface Layers.
This should be fixed in the coming new release.
