Inventor 2024 CAM - Missing Selections

If I run Generate Tool Path in Inventor 2019 everything works fine.

If I run Generate Tool Path in Inventor 2024 does not work. 

I am using the same .ipt file on both so I know it isn't the file.

The error I am getting is: Error: Setup1: Model has 1 missing selections.

The example that is given in Autodesk show Fusion 360 on how to resolve the issue.  

I cannot replicate the solution in Inventor 2024.  

Even if I create a dead simple drawing I still get this error.

Why does it work in Inventor 2019 and not in Inventor 2024.

I need it to work in Inventor 2024.
