HAAS UMC-500SS Simultaneous Machining Issues

Hello,
I am experiencing some issues with our UMC-500SS while trying to do any type of simultaneous machining, i.e., Swarf, Multi-Axis Contour, Flow. I am fairly new to the machining world, and while I can change settings and push buttons to make things work differently, I often am unable to correctly interpret the data I'm given due to lack of experience.
I'm using Solidworks 2019 SP3.0, HSMWorks 2020.
The issue I am having is during any lead-in/lead-out moves. No matter the feed rate I have programmed, the leads are always MAJORLY slow, think difference between 100% and 5% rapids. The sample project part I was toying with was a Multi-Axis Contour toopath, "Smooth" transition method. Looking at where the tool leads into the next step down in Z, the machine immediately slows to a near stop until it completes this lead move, and them runs the next lap at the programmed speed. All other aspects of any simultaneous work as they should, I only have trouble with lead-ins/lead-outs and am unable to figure out the issue. I made big swings, in both directions, to the Minimum Chord Length, as well as the Tolerance values in the post config. I also changed setting 191 from "medium" to "finish" to see if the machine might be operating in exact stop mode. No difference in how it acts during a lead in/out move.
